SPECIAL CHARACTERISTICS OF LEGAL SECURITY OF WATER SUPPLY AND WASTEWATER DISPOSAL ENTERPRISES
Abstract
The article is devoted to the study of the peculiarities of the activities of water supply and water management enterprises and the identification of the factors of threats to their legal security. Taking into account the special status of water supply and wastewater disposal enterprises, on the one hand, as communal enterprises, which activities are regulated by local governments and state, and on the other, as enterprises that are subjects of natural monopolies, they are characterized by certain features ensuring their financial and economic security, especially legal component. This increases both the number of inspections and the number of requirements that must be met by the enterprise. In this regard, legal security becomes one of the main components of the financial and economic security of water supply and sewage enterprises. A large number of normative legal acts and bodies regulating their activities make proper organization of reporting, concluding contracts with consumers and other organizations, compliance with Licensing Terms and requirements of legislation is especially important in ensuring the uninterrupted and efficient operation of water supply and water supply enterprises. The regulatory environment of the activities of the water supply and wastewater disposal enterprises and risks associated with it are considered. The main reasons for imposing fines on water supply and wastewater disposal enterprises are revealed. Water supply and wastewater disposal enterprises should pay close attention to ensuring their legal security in terms of compliance with the requirements of the legislation, the conduct of claims and lawsuits, and the preparation of contractual documents, since the risk in this area in the activities of water supply and wastewater disposal enterprises is higher than in typical businesses.
