We are glad to welcome you to the website of the scientific and technical collection "MUNICIPAL ECONOMY OF CITIES" (MEC) Series: «Economy science», which was founded in 1992 by the O.M. Beketov National University of Urban Economy in Kharkiv.
Municipal Economy of Cities is a peer-reviewed scientific collection with open access, intended for the publication of articles that are scientifically novel and are the result of completed research of a problematic or scientific-practical nature.
Municipal Economy of Cities is recognized by the Higher Attestation Commission of Ukraine as special of category B in technical and economic sciences (in accordance with orders of the Ministry of Education and Science of Ukraine No. 1301 dated October 15, 2019 and No. 1643 dated December 28, 2019).
The collection is intended for researchers and specialists in housing and communal services, graduate students, students, as well as everyone interested in the development of a modern city.
POLICY
The purpose of the scientific and technical collection "Municipal Economy of Cities" is to highlight discoveries in the field of reconstruction and restoration of buildings and structures of urban utilities, architectural and urban development, urban life support systems, current issues of ecology and sanitation of cities, problems of energy efficiency and energy conservation in urban utilities, current issues of the development of urban transport and information technologies, economics and management in urban utilities, economic and social aspects of improving economic mechanisms.
To solve the main task - the publication of scientific articles in order to disseminate relevant and useful information - scientific works are presented in the following areas:

REVIEW PROCEDURE AND ADHERENCE TO EDITORIAL ETHICS
The review procedure includes checking for plagiarism, checking the correspondence between the title of the article and the content, checking the substantive part of the article (in more detail).
Scientific articles are checked for signs of plagiarism using the Unicheck service. More detailed information about the Unicheck service can be found at the link http://ua.unicheck.com/for-education/.
The purpose of the review is to improve the quality of scientific articles published in the scientific and technical collection "Municipal Economy of Cities" by evaluating the submitted materials by highly qualified experts.
Analysis and evaluation of the article is carried out through double-blind peer review, when both the author and the reviewer remain anonymous. The review procedure is carried out by two independent experts with experience in the relevant field, appointed by the Editor-In-Chief.
Each manuscript submitted for publication is evaluated according to the following criteria: - compliance of the subject matter of the material with the specifics of the publication; - compliance of the title of the article with the content of the study; - whether the research goal has been achieved; - compliance of the text of the article with the specified structure (according to the Requirements for the design of articles); - quality of the analyzed literature; - whether the material is written in scientific language.
After checking, the author receives a response as to whether the article has passed the review procedure. If there are corrections, they must be taken into account and a new version of the manuscript must be sent. As a rule, the evaluation of manuscripts lasts up to two months from the date of their receipt.
In its activities, the editorial board of the scientific and technical collection "Municipal Economy of Cities" is guided by the recommendations of the Committee on Publication Ethics (COPE), the Code of Ethics for Scientists of Ukraine, as well as the experience of foreign and Ukrainian professional communities, scientific organizations and editorial boards of publications.
Ethical obligations of the journal editorial board
- The Editorial Board is responsible for the publication.
- All materials submitted for publication undergo careful selection and review. The Editorial Board reserves the right to reject the article or return it for revision. The author is obliged to revise the article in accordance with the comments of the reviewers or the Editorial Board.
- The Editorial Board shall review all manuscripts submitted for publication without prejudice, evaluating each article appropriately, regardless of race, religion, nationality, and the position or place of work of the author(s). The Editorial Board shall make fair and impartial decisions, independent of commercial or other interests, and ensure a fair review process.
- The Editorial Board may reject a manuscript without review if it believes that the work does not meet the journal profile.
- The Editorial Board of the journal opposes falsification, plagiarism, the author's submission of one work to several journals, multiple copying of the content of the article in different works, and misleading the public about the real contribution of the authors to the publication.
- The Editorial Board has the right to withdraw even a published article, provided that it is found to have violated someone's rights or generally accepted standards of scientific ethics. The Editorial Board shall notify both the author who submitted the article and the organization where the work was performed of the fact of the withdrawal of the article.
- The editor and members of the Editorial Board do not provide information related to the content of the manuscript under consideration to other persons, except for persons participating in the professional evaluation of this manuscript. After a positive decision of the editor, the article is published in the journal and placed on relevant electronic resources.
- In accordance with international legislation regarding compliance with copyright for electronic information resources, materials of the site, electronic journal or project cannot be reproduced in whole or in part in any form (electronic or printed) without the prior written consent of the journal Editorial Office. When using published materials in the context of other documents, a reference to the original source is required..
- Editors, authors and reviewers must declare their interests that may affect their objectivity in editing and reviewing articles (a case of conflict of interest). These may include intellectual, financial, personal, political, religious interests..
- Preventing illegal publications is the responsibility of every author, editor, reviewer, publisher, and organization.
Ethical obligations of authors
- The primary responsibility of the author is to provide an accurate account of the research conducted, as well as an objective discussion of its significance. Authors should present their results clearly and unambiguously, so that their conclusions can be confirmed by other scientists, without falsifying the data or improperly manipulating them.
- The authors of the articles bear full responsibility for the content of the articles and for the very fact of their publication.
- The author should cite those publications that have had a decisive influence on the essence of the work presented, as well as those that can quickly introduce the reader to earlier works that are important for understanding this research. It is also necessary to properly indicate the sources of fundamentally important materials used in this work, if these materials were not obtained by the author themselves.
- It is unacceptable to present plagiarism as an original work and submit for publication a previously published article. In cases of detection of the above facts, the authors of the submitted materials are responsible.
- Co-authors of the article should be all those persons who have made a significant scientific contribution to the submitted work and who share responsibility for the results obtained. The author who submits the manuscript for publication is responsible for ensuring that only those persons who meet the authorship criteria are included in the list of co-authors and assumes responsibility for the consent of other authors of the article to its publication in the journal.
- Authors must inform the editor of any potential conflict of interest that could be affected by the publication of the results contained in this manuscript.
- Authors must clearly indicate the sources of all cited or presented information and must properly cite references to literary sources used in the work, in accordance with the requirements of DSTU GOST 7.1:2006.
- The Editorial Board has the right to refuse publication of an article if the editorial requirements are not met.
OPEN ACCESS POLICY
The articles of the scientific and technical collection "Municipal Economy of Cities" are in the open access. "Open access" means the availability of full tests on the Internet for all users who can read, download, copy, distribute, print, find or attach to the full texts of the corresponding articles, use them to compile indexes, enter them as data into software or use them for other lawful purposes in the absence of financial, legal and technical obstacles, except for those that regulate access to the Internet itself. The only restriction on the reproduction and distribution of publications and the only condition of copyright in this area should be the author's right to control the integrity of his work and the obligatory reference to his name when using the work and citing it.
Open access in our case is implemented as follows: publication in the scientific and technical collection "Municipal Economy of Cities", which is in the open access. In this case, all costs for creating the publication and organizing access are borne by the author of the article and the founder of the collection, the end user receives access to the journal free of charge.
The cost of publishing articles in the scientific and technical collection "Municipal Economy of Cities" is 75 UAH per page. The maximum cost of publication is 1275 UAH.
All issues of the collections are available in open access on the website of the scientific and technical collection "Municipal Economy of Cities" in the "Archives" section (https://khg.kname.edu.ua/index.php/khg/issue/archive), and also in the digital repository of the O.M. Beketov NUUEKh (http://eprints.kname.edu.ua). The open access repository provides tools, already available for free, to convert contributions made in PDF format to machine-readable formats such as XML.
The authors retain the right to authorship of their work and transfer to the journal the right of first publication of this work under the terms of the CC BY-NC-ND 4.0 license (Attribution-NonCommercial-NoDerivatives 4.0 International), which allows others to freely distribute the published work with a mandatory reference to the authors of the original work and the first publication of the work in this journal..
