THE PRESENT LEGISLATIVE PROCESSES FOR NORMATIVE MONETARY EVALUATION OF LANDS OF AGRICULTURAL PURPOSE
Abstract
Today in Ukraine there was a question of lifting the moratorium on land plots of agricultural purpose, development of a transparent market of agricultural land for intensive development of agriculture and a fundamentally new, competitive, global market as a full participant. In this connection it has become urgent to improve the existing Methodology of normative monetary evaluation of agricultural land, which operated from 1995. This article analyzes the issues of the regulatory monetary valuation of agricultural land in Ukraine, discussed the draft Methodology of normative monetary evaluation of agricultural land, which is submitted for discussion to the Central authority for land resources of Ukraine at the beginning of 2016. Given the controversial issues that require detail and refinement, which is shown by the example data in the Kharkov region. So, given the current legislation and the real requirements for completion of the relevant works, to update the original estimates, it is necessary to change the term appraisal work in 2016 for 2016 – 2018, and the Ministry of Finance is timely to Fund them in full.Keywords: land plot of agricultural purpose, normative monetary evaluation, agricultural land.
